TLIF0003 – Develop and implement policies and procedures to ensure chain of responsibility compliance

The unit of competency TLIF0003 Develop and administer policies and procedures to ensure Chain of Responsibility compliance is delivered as face-to-face training for 8 hours over one day. The course is 75%  training and 25 % assessment . There is also a project that the student must complete within 4 weeks  post the course . A statement f attainment will not be issued if the project is not completed correctly.

This course is delivered at the Clients premises.

Purpose of the Training and Assessment Strategy
This Training and Assessment Strategy is applicable to the current learner cohort and it is a document that is used for the commissioning of the trainer/assessor to commence the training in TLIF0003 Develop and administer policies and procedures to ensure Chain of Responsibility compliance.

This Training and Assessment Strategy will change as the learner cohort needs to change and therefore there will be several such strategies co-existing.

Unit Outline
This unit involves the skills and knowledge required to ensure workplace compliance with chain of responsibility legislation in relation to heavy vehicle laws and regulations.  It includes explaining the chain of responsibility features in the Heavy Vehicle National Law (HVNL). It also involves ability to identify the requirements for and to develop, implement and review, workplace policies and procedures for chain of responsibility. Work is performed under minimum supervision generally as the learner is a manager of transport operations.

Target Client Group
This course is provided to those managers who are required within their employed role to provide information and guidance on design of a transport job through to the delivery and subsequent vehicle condition assessment. The learners must be currently employed in transport operations with immediate supervisory responsibilities for the allocation of freight tasks and the coordination of transport operations.

Course Entry Requirements and Pre-Requisites
There are no formal academic requirements for this course; however Transport Compliance Training Solutions requires that all Learners:

  • Must be employed in the Heavy Vehicle Transport  Industry  Heavy Vehicles for 6 months . (verified in writing)
  • Be at least 18 years old
  • Have adequate reading and writing, oral communication and mathematical skills
  • The learner must provide photographic evidence of their identity plus a copy of their applicable licence prior to commencement of the cours

Career Outcomes
Graduates of this short course will be able to work within the supply chain driving trucks, loading trucks with freight of any type and driving short haul or line haul around Australia.

There must be demonstrated evidence that the learner has completed the following tasks over at least four working weeks in line with state/territory regulations and workplace procedures:

  • applying chain of responsibility obligations relating to own job role on a minimum of three occasions during the review period
  • applying and monitoring workplace policies and procedures relating to chain of responsibility in a supervisory role for a minimum of four working weeks
  • preparing reports of chain of responsibility breaches on a minimum of three occasions, each about a different type of breach

The learner must be able to demonstrate essential knowledge required to effectively complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

  • action required when possible breaches of the chain of responsibility are identified
  • consequences of non-compliance with the chain of responsibility
  • methods and requirements to ensure management of fatigue, speed, load restraint, mass and dimension
  • parties in the chain of responsibility including
    – consignors and consignees
    – drivers/owner drivers
    – employers, prime contractors and operators
    – parties in the extended liability provisions of the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations
    – loaders
    – loading managers
    – packers
    – schedulers
  • principal obligations in chain of responsibility in the HVNL and regulations or applicable state/territory law and regulations including
  • consideration of traffic conditions in managing speed and fatigue
  • extended liability
  • fatigue, work and rest times
  • securing loads
  • vehicle dimension and load limits
  • what constitutes a duty, a reasonable step, a breach and a penalty to chain of responsibility legislation as they apply to a range of job roles
  • where to locate current chain of responsibility information
  • workplace policies and procedures around chain of responsibility for own job role

Identifying Learner Needs
Learner needs are declared by the applicant at the time of enrolment: the application form allows the applicant to self-declare where they have learning disabilities.  Every learner is interviewed either face-to-face or over the phone to attempt to establish the applicant skill and knowledge levels, their current employment and how that relates to the course content and interaction.  During consultation, it may be identified that Learners could have needs related to:

  • Relevant prior training and/or employment
  • Little or no understanding of the industry group that the training targets
  • Learning styles may vary within one group
  • Physical or intellectual disabilities, which may affect training
  • Language, literacy and numeracy levels may not meet the requirements of the training
  • Location of training may affect attendance
  • Cultural or ethnic background of Learners and/or trainer
  • Socio-economic factors

Where language, literacy and numeracy are in question, Transport Compliance Training Solutions Pty Ltd has a language, literacy and numeracy assessment they may undertake to confirm their level of language, literacy and numeracy skills.

The learner needs identified above will be assessed and monitored before, during and after training to ensure that the learner’s needs are being met.

Meeting Learning Needs of Groups or Individual Learners
Trainers will embrace the following strategies to address visual, auditory and kinaesthetic learning styles:

  • Talk about the content and introduce specialist transport vocabulary prior to reading the text
  • Model the reading of the text for learners with poor reading skills, particularly in the early stages of the course
  • When reading the text, point out some of the grammatical constructs used frequently in the resource. Each chapter includes learning material that is supported by activities throughout the text. The activities illustrate and consolidate learning points.
  • Definitions are provided for industry-related words or words critical to the learner’s comprehension of the learning content. Where a word appears in a bold font in the text, there is a call out box alongside the text that defines the word.
  • Activities have been designed to meet the unit of competency requirements
  • During role-plays, trainers model appropriate language, questioning and listening skills prior to setting the activity for Learners. The role-plays provide the opportunity for Learners to practice key communication skills which are intrinsic to performing well in the workplace. For some learning groups it might be worthwhile substituting role-plays for written activities to increase the opportunity to practice verbal skills
  • What do you think? Discussion points are included throughout the text. These are statements and questions designed to provoke discussions.

Course Structure and Delivery and Assessment Schedule
Learners will be assembled off the job and will receive face to face training delivery that ensures the learner achieves the required understanding of:

  1. Explain the chain of responsibility features in the Heavy Vehicle National Law and regulations.
  2. Identify and report chain of responsibility breaches

The learners will have adequate time and support to effectively complete their learning in the required timeframe with the required degree of detail. Support mechanisms are available to support those learners who may not have the required degree of experience or knowledge to commence and complete this course.

Workplace Simulation
When workplace assessment of a unit of competence is not practical, a simulated assessment environment (SAE) may be used to supplement assessment in the workplace. The SAE must simulate real life working conditions with all relevant equipment and conditions of that working environment, including interactions with clients and co-workers.

In reality learners have to perform the required skills as a component of multiple tasks, within a multi – disciplinary team and with interruptions, difficult clients and unexpected glitches. These conditions must also be replicated in the SAE.

Online assessment is not suitable for final assessment of this unit of competency

Transport Compliance Training Solutions consults directly with industry on a regular basis. This allows us to target qualifications and accredited courses that specifically meet the needs of clients and the community.

Transport Compliance Training Solutions undertakes a range of consultation with industry, these include:

  • Attending industry workshops and actively being involved in discussions on the changes and issues in industry
  • Attending Industry Skills Council workshops and meetings, to gain a better understanding on how to implement a Training Package as well as to be actively involved in training development
  • Undertaking industry surveys, which directly align with this Training & Assessment Strategy, to identify the desired training delivery and assessment methods of industry
  • Meeting with industry and clients to discuss their specific training needs
  • Undertaking skills gap analysis of staff to identify the most appropriate qualification to fulfil the needs of industry
  • Subscribing to industry newsletters, either direct with industry or through Industry Skills Councils, and social networks (ie LinkedIn and facebook)
  • Engaging consultants who are experts in their industry and/or compliance requirements

Context of Assessment
Assessments will be conducted in a simulated workplace where Learners will have access to appropriate equipment and resources, organisational and any legislative/regulatory/licensing documentation and any work samples, templates, forms and any other required workplace resource that will enable the learner to undertake workplace tasks.

Summative assessments cover learning that has occurred over a period of time and are written to allow Learners to answer questions and perform tasks in the context of the real environment. A competency determination is made after evidence is gathered, based on practical application of skills and/or knowledge.

Recognition of Prior Learning (RPL)
Nationally Recognised Training Qualifications and Statements of Attainment are recognised through the Recognition of Prior Learning (RPL) and Credit Transfer process. Learners are required to submit verified previous training certification and evidence of work and life experience that they consider to be relevant to the units being undertaken.

Evidence Gathering Techniques
Evidence are the records used to demonstrate competency in each unit of the course. The combined records must demonstrate that all performance criteria, skills and knowledge have been practised and assessed in the workplace but usually at the conclusion of the learning program. Assessments are conducted using the workplace documents and processes. This   advice is provided to the learner within the first part of the Learner Assessment Tool and for the trainer/assessor, the Assessor Marking Guide.

Summative assessments are distributed at the start of training of each unit of and required to be submitted by the end of the first week after the end of unit training.

Practical Demonstration
Practical observation of skills

All summative assessments are to be conducted according to the prescribed assessment conditions listed at the start of each of the assessments. Some adjustment may be required where non-essential equipment may vary in type and use. These are the normal provisions of “Reasonable Adjustment”.

Transport Compliance Training Solutions Pty Ltd will conduct an assessment validation for this course as per the Validation Schedule. Each Trainer delivering this course is required to participate in the validation of this unit as the satisfactory outcome of the learners must be determined. Note that within our group, we also need the participation of assessors who have not delivered the assessment of this unit to the cohort of learners under review.

Transport Compliance Training Solutions Pty Ltd ensures that the organisation is subscribed to the following via email:

  • Heavy vehicle regulator requirements from each jurisdiction.

These updates advise of changes to the TLI Transport and Logistics National Training Package. If there is a change in the Training Package, the RTO will examine the amendments that have been made and inform the affected staff of these changes at the next meeting.

Members of the meeting will review the changes made and create an action plan to implement the new training package requirements. This action plan will include:

  • Consultation with appropriate industry personnel to ensure relevance
  • Ensuring that the new package is included on the scope of registration
  • Rewriting/amending assessment tools
  • Rewriting/amending learner learning materials
  • Acquiring any new facilities, equipment or resources
  • Rewriting/amending this training and assessment strategy
  • Training or up-skilling trainers and assessors to the new qualification
  • Contracting new trainers and assessors as required
  • Constructing a new trainers matrix
  • Organising new training schedules
  • Learner management into the new course

The action plan and its implementation will be monitored to ensure successful implementation within the required timeframe.  Transition arrangements will be completed within 12months of changes being notified. Learners will be offered the option of remaining in the old, existing course or moved across to the new course once it is on the scope of registration. . Transport Compliance Training Solutions Pty Ltd will manage Learners into the new unit of competency by:

  1. Notifying Learners in writing of the:
    a) Course changes and the last date that the old qualification will be issued
    b) Transition arrangements
    c) Impacts on study
    d) How to obtain further information
    e) What Learners need to do next
  2. Placing this information on sites as accessible by all Learners i.e. website, notice board and email as soon as practically possible
  3. Responding to learner enquiries as soon as practically possible
